Mr John Lowles, M.P. for Haggerston, who recently visited the colonies, and Sir Somers Vine, AssistantSecretary to the Imperial Institute, have sailed for Australia. They visit the colonies as representatives of the Australasian Chamber of Mines, with a mission to consult the colonies regarding the proposed mining exhibition in 1899. SUBMISSION OF BENIN. The King of Benin has rubbed his forehead thrice in the dust and ten of his leading chiefs have given similar tokens of absolute submission to British authority. PROPOSED INTERNATIONAL PENAL COLONY. Madrid, August 22. Spain has put forward a proposal for the establishment of an international penal colony, where dangerous anarchists could be detained for life. England and France have not replied to the overtures, of the Spanish Government on the matter/ but the. other. Powers have expressed, themselves as favourable to the scheme. AUSTRIA AND BULGARIA. Vienna, August 22. The difficulty between Austria and Bulgaria, which arose through Stoiloff, the Bulgarian Premier, refusing to withdraw the insinuation that Count Goluchowsky had insisted upon the recent prosecution of Major Bortscheff out of enmity to Bulgaria, has been overcome. Stoiloff has now tendered an apology, which has been accepted by Austria. THE ARMENIANS. j Constantinople, August 22. THE PEACE OF CRETE. I ' Athens, August 22. ; The foreign Admirals at Crete have ' appointed an International Military J Judicial Commission to try offenders endangering the peace of the island. INDEPENDENCE OF JUDGES. I Pretoria, August 22. The judicial difficulty which recently ' arose in the Transvaal is practically settled. The authority and independence of the High Court has been \ established beyond interference by the Volksraad. DISCOVERY OF DIAMONDS, j Capetown, August 22. I A diamond area covering 10001 square yards has been discovered at \Yinburg, in the Orange Free State, I sixty-five miles north-west of Blomfontein. SENTENCED TO DEATH. Three of the Matabele Native Police who joined the rebels last year have been sentenced to death for complicity in the murder of Major Graham and his party.
