London, August __2. Lord Penrhyn, in his settlement with the Welsh quarrymen, admits their right to enter into a trade combination.
The builders at Edinburgh and Leith went out on strike, as their demand for eight hours a day was at first refused, but the employers have since conceded the men's terms.
