By Telegraph—Press Association—Copyright. Melbourne, .December 21. Sir H. J. Wrixon, Mr Turner (Premier), Mr Deacon, and Sir John Mclntyre will represent Victoria at the Federal Council. Mr Turner thinks that the Federation Convention should assemble in March, and that the scheme resulting from its deliberations should be submitted to the various Parliaments next session, and then the Convention should resume about August to consider the amendments suggested, after which the matter should be referred direct to the people. The Premier or New South Wales telegraphed to Mr Turner, suggesting January 26th, Anniversary Day, as the appropriate date for the issue of the Federal Convention writs. Mr Turner concurs, and thinks there will be no difficulty in arranging a date for the elections suitable to all the colonies.
