In view o! the influx of Chinese to this dlrtriet, th# Mayor was directed to bring prominently before the Munioipal Conference, to be held in Wellington, a reqoeit that provision be made in the Local Government Bill to enable boroughs to cope with the Chinese difficulty— (1) Power to confine Chinese to a separate district. (2) To issue licenses to opium dene and stores where opium ia sold with ft heavy penalty for euoh. (3) To limit the number of persons who may legally occupy the same tenement, with the exception of Chinese families; to make it an offence against any Chinese householder if he harbours or encourages to enter any European of immature age, any infant found on the premises being prima fade evidence of harbouring.
