BOROUGH COUNCILS.
The fortnightly meeting of the Kaiapoi Council was held on Tuesday. PresentAll Councillors except Cr.' Doubleday and the Mayor, to whom leave was granted. Cr. Biakeley was voted to the chair. Correspondence was read and dealt with. The Lighting Committee reported in favour of naph.ha lamps being used on the bridge owiug to improved light. The recommendation was approved. The Clerk reported that as a road lay through the North road reserve the Stipendiary Magistrate, on behalf of the Maoris, asked to have the same opened. It was decided to give intimation of thia to Mr Cox the tenant. The Surveyor reported the asphalt crossing^andpath agreed to nearly completed. Some of the burgessea had offered to pay for asphalting if the Council would carry out the work. Mr Humphreys, Inspector of Nuisances, had resigned, and the Mayor had appointed Mr J. McGarry to act. The report waa adopted. After several Councillors had expressed their views on the matter, it was resolved to postpone further discussion till a more complete report was available. The receipts were £47 4s lid, the present overdraft was £527 13s 2d. Accounts amounting to £64 10s 4d were passed, including an item £11 for bridge repairs. , Tho adjourned meeting of the Woolston Borough Council was held on the sth March. Present—Tho Mayor, and Cru. Wood, Milne, Gimblett, Anderson, Rennie, Lord, and Hawkins. An apology was accepted for the absence of Cr. Hobson. Correspondence was read. From Mr J. E*. Garland, explaining the circumstances under which he became liable for tho rate. It was resolved —That in consideration of the circumstances surrounding this matter tho 10 per cent, be not enforced, provided Mr Garland pay tho rata at once. From the Engineer to the Railway Department re-the approaches to the Opawa railway station from Ensor's road. It waa resolved to reply that the Council decline entering iv to the arrangement proposed, inasmuch as thoy have no authority for spending money outside the boundary of tho borough. . The Mayor reported tho purport of his interview with the Mayors of Linwood and Sumner relative to claiming the right of these three boroughs being represented on the Lyttelton Harbour Board, and it was resolved that the Mayor be authorised to continue to act % Itwas resolved—That a letter be written to the Commissioner of Lands objecting to the culvert lately placed at the junction ot Ensor's road and the newly lormod road as being totally unsuited for the purpose required.
