WELLINGTON, April 27. .„ The Land Department have issued instructions that matters relating to village settlements, under the Act of 1886, are to be dealt with by the Minister and a Commissioner without reference to Land Boards. The Commissioner of the Wellington Board told the members that one effect of this would be that the settlers would have to be kept strictly to the regulations instead of allowing the latitude of «eu permitted by the Board. There was a discussion upon a letter from the Laud Department intimating that village homestead sections could not be converted by the Board into leases in perpetuity. Messrs Piraui and Hogg took strong exception to this, and on their motion the Board decided to inform the Ministry that they considered the settlers entitled to the conversion ot leases and to give immediate effect to the decision.
