LYTTELTON BOROUGH COUNCIL.

The fortnightly meeting of this Council was held on Wednesday night (in place of Monday). Present—His Worship the Mayor (Mr J. Thompson) in the chair, Crs. N. C. Schumacher, S. R. Webb, VV. Owen, C. Chambers, G. Laurenson, J. Stinson, and W. Radcliffe. Correspondence was read _ud dealt with as follows :'— From the Department of Justice notifying the Couucil that it had been appointed the local body for administering the Alcoholic Liquor Sale Control Act, 1893. The matter was. left in the hands of the Legal and Ky-law Committee to report upon. The Town Clerk wrote, asking to be relieved of the duties of Clerk of the Licensing Bench, as under .the new Act the greater part of the work took place at his busiest time, and tbe work would also be greatly, increased. The matter- was left in the hands'of ihe Finance • Cc>_-__t-ee to report upon. Messrs George Shirley and Co., Sydney, wrote, calling the attention of the Council to their deodoriser. The matter was left in the-hands of the Sanitary Committee to report upon. Mr A. Mclntyre wrote, asking to have the water laid on to his premises, Governor's Bay road. The Water Supply Committee were empowered to act in the matter. A' renewal of a slaughtering license at Cass Bay was granted to Messrs Owen and Dyer. The Finance Committee reported the receipts for the fortnight to be £115 15s Bd, and advised paymeuts amounting to £187 15s 4d. "", - -- The report was adopted. . . -. The Foreman of Works reported, among other things, that' he had discovered the waste in the water-mains to be at a stop cock at the dock, where the water could run to waste without, being seen. The stopcock had evidently been tampered with by larrikins. .Three street lamps bad -been broken on the Sumner road during the past fortnight, making the total number of lamps destroyed during the past, few 'weeks Very considerable. It Was. decided to try and discover, with a view to punishing, the persons who had tampered with the stop-cock. It was also decided to" call the attention of the police to the number of lamps broken. The engineer of the Waterworks reported the gear, &c, to be in good order. Since the stoppage of the leak the demand on the water had been greatly lessened.

The Estates Committee reported that re the Recreation Reserve at Heathcote that Mr Dowiss bad been .paying £30 per year for the same. The' report also detailed certain repairs required to the buildings thereon. The Council had some years ago spent a considerable.sum on these buildings, of• which the Heathcote Road Board had paid nothing. -It .was' resolved to write to the Heathcote Road Board asking for a balance sheet, showing what had "been done with the money received aa rent for the reserve.

The Sanitary Committee advised the carrying out of certain improvements in Joyce Town with reference to the drainage of that part of the borough. The matter was referred to the Works Committee to deal with.

In accordance with the notice given, Cr. Ladrenson moved —- "That the second clause of the Water Supply Committee's report passed on October 30th last, to put two sin pipes through the tunnel be rescinded." In speaking to the motion, Cr. Laurenson pointed. out*--that-at present they had passed through the tunnel a sin pipe, which, although old, might stand good for a long time yet. If the new sin pipe were put down in addition the two could carry all the water required, in fact more water than the Council could obtain to send through without putting down more wells. If the old pipe burst at any time it could be repaired by putting iv fresh lengths from time to time. He contended that by putting down another sin. pipe they would double their present supply. He was convinced that over £1000 would- be saved to the ratepayers by duplicating the present pipe, and he contended that the Council would be doing wrong to go to au expenditure that was totally unnecessary. When the pipes at present down were worn out, probably some ten years from now, they could be renewed, but in the meantime the Council would have saved the money. Cr. Strtsoj* seconded the motion.

Crs. Schumacher, Radeliffe, Owen, Chambers, Webb, and the Mayor opposed the motion, which, upon being put. was lost on the voices, ouly the mover, and seconder voting for it. V * Cr. Webb was added to the Water Supply Committee;

Tenders ior the supply of water work's material for the proposed extension of the water-supply system were received, and were referred to the Water-Supply Committe to report upon. The meeting then terminated.
