Mr Buxton, in his statement upon affairs in South Africa contended that it was imperative to resist the chance of incurring a costly war through the too hasty action of the colonists. The Government would not permit them to act on the aggressive unless Sir H. Loch consented. He admitted that the position in Mashonalaud waa very grave. If Lobenguela attacked British eettlers the Company would be justified in taking offensive action. The general impression of the public is thab the vacillating action of the Marquis of Bipon is likely to encourage Lobenguela.
