The foreigners are safe. It is believedi tha£ the whcla army will join the insurgents if the President fails to resign. Received January 25tb, 10.35 *.m. Valpabaiso, January 23. The insurgents have paptured the town of Tarapara, situate at the extreme north of the Republic, ajod which was ceded to Cbili Peru in 1883. The rebels will consent to open the port of Valparaiso provided toe various foreign consuls agree to remain neutral in the present struggle.
