Mr Parnell's motion to discuss the application of the Crimes Act with respect to Messrs Dillon and Q'Brien before Mr McCarthy is regarded as an undoubted assumption of the leadership of the Irish par^y. Mr Bradlaugh has given notice tq move expunging the resolution of the. House forbidding an affirmation in lieu of taking an oath. Received January 2ith, 11 a.m. London, January 23. Mr Parnell has given notice of a motion criticising the administration of the Crimes Act. IJeceiYed Jaau&ry 25th, 6 jj.m. Mr Parnell has abandoned motion criticising the administration q f the Crimes Act in favor of one tabled by Mr Morley. The House of Commas has rejected Mr Cbanniug's resolution that the Board of Trade should limit the hours oi railway hands to eight per day. The Government announced that it was proposed to set up a Committee to enquire into the matter in the House, of Commons. Mr Parnell is acting as if he was the recognised leader of the Irish party.
