Monday, December 22.

I The ordinary meeting of the." Council Jwas held at 7 p.m. Present—The Mayor (presiding),' Crs. Goss, Reese, .Cooper, Wood. Smith, Swarm, Cochrane, < Barns, Humphreys, Rowe, Patrick, ana Prud.boe.

I The receipts during the fortnight were stated as being—Ordinary account, £374 18s 10d;. cemetery account, £3, 18s 9d; suspense account, XiQ 10a sd; interest account, £59 9s 9d. The debtor balance at the Bank was stated as being. £4979 3slod. ~,/."

Accounts to the amount of £253 Us 9d were passed as under—General account, £25211s 9d; suspense account, £1. The Mayor spoke as to the amalgamation of the boroughs, which he considered was a most important matter, ana also referred to the subjects of the valuation, the water supply, ana other services, pointing out that if this continued they [ would have to make a special rate for ivarious matters. He pointed oat that, there "was a reduction of BOinethinglike£sß,Cooor £59,003 in the valuation of Christchureh, which was a serious matter. He thought that the obtaining of bridges at the Hospital and at Ward's Brewery was more needed than the water-supply. JBnt whilst he advocated this, he was also very con* servative, and would not be in favor of expending a shilling of the ratepayers' money without they could afford it. That was, he would not be a party to burdening the ratepayers for the sake of building a bridge during his term of office. In connection with the water supply, he might say that he found on going into the figures that over £40,000 had been spent in the artesian water supply, and he trusted that any steps which might be taken in regard to the water supply would be in the direction of obtaining a proper one. He now trusted that the Council would support; him in carrying out the work of the iCouncil. The following correspondence was read —From the Colonial becretary, acknowledging the receipt of the notification of the election of Mr C. M. Gray as Mayor of Chrlstchurch. From Mr J. T. Matson, announcing that he had presented seven black swans to the city, and asking the Council to take steps to protect them. It was resolved that the thanks of the Council be recorded to Mr Matson for his gift, and that the Council employees be requested to protect them as far as possible. The Mayor announced that Mr S. Manning, the ex-Mayor, had added his link to the Mayoral chain. Cr. Humphreys was elected a member of the Finance and Fire Brigade Committees in place of Cr. C. M. Gray, elected as Mayor. -~.._•. Cγ. Bonnington was elected as Chairman of the Fire Brigade Committee. Cr. Cooper called attention to two dangerous places in the asphalt sidewalk in. Armagh and Barbadoes streets. The Mayor said there was a matter with regard to the resumption of the removal of rubbish in Richmond Ward. Cγ. Swank moved -" That a cart visit the ward once a fortnight." Cr. Barns seconded the motion. Cr. Pbudhoe pointed out that one carl: once a fortnight would not do much good. He thought that if they went into sanitary matters they ought to do so thoroughly. Cr. Swarm explained tbat he only in* tended the house rubbish to be removed. The motion was then put and carried. A letter was read from the Secretary of the Gas Company, with reference to the nine lamps asked for in the Richmond Ward. The letter said, that four lamps would be erected, as requested, but the others, as given on the plan, would involve considerable expense, and they did not see their way to extend the mains to them. Cγ. Pbtohoe moved—" That the Council erect the four lamps as referred to by the the Secretary of the Gas Company." ' Cr. Swank seconded the motion, which -was carried. Cr. Reese congratulated the Mayor upon his remarks with regard to the amalgamation of the boroughs with Christchuren. 'As regards the bridges, he thought the one at Ward's brewery should be first taken in hand, as they had got Richmond with them. If they coald induce Sydenham and St. Albann to join the city, he thought they would .be able to ! carry out a scheme of water supply. He desired to point out that the artesian wells had now to be sunk to the lower strata, i which meant a # cost of some £60 or £9011 It would, therefore, he thought bebetter for the people as a whole if they sot a water service from the WairaakarirL /This would give them a pure water supply .better than any other city in New Zealand. He trusted that the people of (Sydenham would come forward and help Jthem in the amalgamation scheme, and Iwas glad to find that the present Mayor of Sydenham was in favor of it. Had the Conference which had been held allowed Ifche matter to be threshed out in public |>efore the ratepayers, he thought they mould have educated the ratepayers to the ischenae, which he thought was the one thing they ought to strive for.
