SPEECH BY THB NEW CHANCELLOR. [FSB STUBS- ASSOOIATION.T Received April nth, 1_» p.m. Bbbun, April 16. Yon Caprivi, in a speech delivered before the Prussian Diet, said he had nothing new to expound, and quoted the Emperor's saying, that the course of the ship of State would not be changed. His colleagues would have greater elbow room than was possible in the presence of Bismarck's potent personality. Ministers would reconsider the projects which had previously been repeated, and accept any good proposal from whatever quarter it came. The new Chancellor was warmly applauded at the conclusion of his speech, and the leadeis of various political parties promised their assistatice.
