DOINGS IN PARLIAMENT.
Is the House of Representatives yesterday a report was brought up from the Joint Library Committee, embodying th© recommendation from the Legislative Council, that all persons be excluded from the Library during the recess, except the Governor and members of Parliament. Bir H. Atkinson moved that the report be referred back to the Legislative Council for reconsideration, anl this was carried.! It was intimated that the question of tho Ocean Mail Services would be considered next day. In reply to a question, the Premier said that Mr Hislop's resignation as Colonial Secretary would probably be acceptedthat day. The report of the free conference on the Fire and Marine Insurance Companies Sill was agreed to, on the motion of the Minister for Lands. The following Bills were passed through Committee without amend-: ment: The Kum<u*a Sludge Bill, Educational Endowments Bill, Karamu Reserve Bill, and Ongakatea Empowering Bill. The Ngapara and Waipiro Further Investigation Bill was considered in Committee, and passed with several amendments and some new clauses. The Naval and Military Settlers aad Volunteers' Lands Claims Bill was read a second time. The Native Lands Frauds Prevention Bill was further considered in Committee, read a first time, and passed. In reply to a question Mr Fergus deniedj that it was true, as stated in a Wellington paper, that the officers who had recently been promoted by the Defence Minister were provided with uniforms obtained from England at a cost to the colony of £960;
The Speaker called attention to the fact that~u_ order, signed by himself as Speaker, for the payment of a member's honorarium of 2gs a day, had been refused payment at the Treasury. On the motion of the Premier, a Select Committee was appointed to inquire into the affair. The Property Tax Bill was introduced by message, and read a first time. The Government Loans to Local Bodies Bill was passed through all its In answer to Sir J. Hall, the Premier said he was a firm believer in women's franchise, but he was afraid the House would not listen to a discussion on the question at this stage of the session. He added that he thought they would be able to finish the business by the end of the week.
