BOROUGH COUNCILS.
LYTTELTON. The usual fortnightly meeting of this Council was held on Monday night, at 7 o'clock. There were present—His Worship the Mayor, Councillors McLellan, Bain, Holland, Milsorn, Hildyard, Brice and McClafcchie. Correspondence was received from the Railway Engineer's department stating that the right of the siding at the Heathcote Pumping Station has been allowed by the Commissioners to be held rent free under a five years' agreement. Referred to the Water Supply Committee with power to act. From the Charitable Aid Office, stating that the amount required for charitable aid purposes from the Lyttelton Council for the year ending March 31st, 1889, is £150 13s 101, which is equal to about oneeleventh of a penny in the pound on the assessed value of rateable property in the Borough. Referred to the Finance Committee. The Finance Committee's report was read. Receipts since last meeting were reported as £93 2a 3d, and accounts amounting to £172 18s Id, were passed for payment. A report of the Estates Committee on the reserves occupied by J. Illiugworth was read, and suggesting that all the reserves be visited at least once a year. The report was received and adopted. The Foreman of Works' report was read, detailing the employment of the Council hands for the fortnight, also stating that some 800 trees had been planted on the bant on the Dampier's Bay road, and stating that some children had been caught pulling them up. They were, however, too young to prosecute. After disposing of some unimportant business, the Council adjourned. ASHBURTON, The ordinary meeting of the Ashburton Borough Council was held on Monday evening. Present—His Worship the Mayor, Crs. Bird, H. Friedlander. Keir, McFarlane, Scaly, Scott, 11. Friedlander and D. Williamson. The Mayor stated that the debit balance at the Bank was £1130 16s 9d. The total amount received since last meeting was £221 163 Id. Amongst the correspondence read was a latter from the Paymaster-General advising the payment of £187 10s. From the Charitable Aid Board,requestiDgpaytnentof the borough's contribution of £110 17s lid. From the Hauipstead Town Board, asking permission to take water across the town belt to the Beach road. It was decided that the request could not be granted, as the water was required for flushing the outfall drain. From Messrs C. J. Harper and T. Scaly, for the Committee, approving of the plan for che jubilee clock tower. From the Caledonian Society, stating that Mr C. Reid would wait on the Council with reference to the sports ground. Mr Reid addressed the Council, and explained what the Caledonian Society would be prepared to do as their share towards putting the sports ground in order, and maintaining it, providing the Council would do certain thiugs. A letter was read from a Committee of tne Clubs concerned, offering £25 towards the first cost of forming the ground. From the Solicitor, giving the opinion that it was necessary that schools and other buildings used for entertainments should be licensed. The Engineer's report, dealing with the questions of the sports ground and additional water supply was dealt with. In reference to the question of licenses for churches and schools in which public entertainments are occasionally held, it was decided to inform the managers of the various buildings that in cases where admission was charged at the doors the buildings should be licensed. A petition, bearing Li-i signatures, in favor of opening the Public Library readingroom on Sundays was presented, and, on the motion of Cr. Keir, seconded by Cγ. H. Friedlander, it was, after some 4iscussioa, decided to open the reading-room from ,2 p.m. to 6 p.m. on Sundays, and that the Librarian be paid an extra sum of £3 per annum. Some routine business was transacted, and the Council adjourned. ______________
