WELLINGTON NOTES.
[fEOH OUE COBBISPONDINT.] WELLINGTON, June 19. Ministers have decided not to permit any forecast of the Governor's speech to be published this year, and in accordance with the custom of the past few sessions, but the Premier informs mc that the Speech shall be placed on the wires earlier than usual to-morrow afternoon. :
A deal of correspondence re the 'Frisco service has passed between Mr Creighton and the Postmaster - General, but the Government have not yet arrived at any decision on the matter. Mr Creighton is sanguine that he can induce the American Government to grant a subsidy of £40,000 per annum towards a qnick fortnightly service, provided the Australian Govern ments will give a similar amount. The New Zealand Government are prepared to ask the House to renew the service if these subsidies are forthcoming and an inexpensive service will then be provided. As the result of thefMinisterial inspection of the Otago Central Railway during the recess, the Government are prepared to recommend that the line be constructed forthwith out of revenue for some distance. What the exact point is Ministers refuse to say, pending making the Public Works Statement, bat an Otago member of the Cabinet assures mc that the Government proposals on this head will prove satisfactory to the people of Otago. There is every indication of the opening; of Parliament to-morrow being accompanied by unusual pomp and ceremony. Everyone seems anxious to see how Lord Onslow acquits biaiself in delivering the first Speech from the Throne, and applications for ladies' tickets are so nnmerous that not one tithe of the holders can be accommodated with seats.
Those who are usually well posted in matters political predict a short session, and there is a consensus of opinion that; any attempt to propose a hostile rote wili;prove abortive, though the Government are certain to receive some hard hits regarding the Railway Board and Judgeship appointments and Taranakf Harbor works, while Mr "Fisher is certain to prepare a strong indictment as to his alleged ill-treatment by his late colleagues.
