RANGIORA BOROUGH COUNCIL.
The ordinary meeting "of this Council was held on Friday evening. There were present the Mayor (Mr E. R. Good), Cra. Sansom, Cone, Gulliver, Manning, Keir, Luxton and Jennings. Mr A. Ivory took the declaration required of newly-elected councillors, and his seat at the table. The following letters were read and dealt withi-F'rom Mr W. S. Crichton, complaining of a nuisance. Ordered to be attended to by the Inspector. Mr T. White, asking that his name should be placed on the Durgess roll instead of his wife's. Granted. Mr H. Blackett, jun., complaining of the stench caused by a slaughter-house and dead pigs. The Mayor stated that tbe nuisance had been abated. Messrs W. C. Nlcholla, E. Chap man and W. Buss wrote stating that they were in favor of bringing the Counties Act into force. The other members of the County Council wrote explaining their opinions on the matter. Tbe Mayor stated that he intended to agitate for a meeting of the County Council, when the question would no doubt be put to the vote. Mr Heath, poundkeeper, wrote requesting the Council to inform him what to do with a worthless horse in the pound. It was decided to refer him to the Act, and that the police be requested to ascertain the name of the owner of the animal. Mr Hunter wrote asking permission to slaughter sheep on his premises at Southbrook. Granted. The Secretary of the Fire Brigade applied for the payment of the Council's grant of £15. A circular was received from the Government re the abolition of the Public Works Department. The Colonial Secretary also wrote that Mr W. A. Benn had been elected a member of the Ashley County Council for the Kowai riding. A petition signed by thirty burgesses requested the Council to cause the removal of a slaughterhouse at the north end of King street. Councillor Cone stated that arrangements had been made by which the slaughtering would be done elsewhere, and he undertook to see that all nuisance was stopped at once. The Works Committee reported that they had inspected the footpath in Blackett street, and would suggest that the formation of the same be deferred for a time. The watercress is growing in Northbrook, and should be cleared out. Mr T. White's claim for damage done to his garden by the Borough horse was a reasonable one, and should be paid. A tender had been accepted for the supply of dog collars for 1889, bat there were none received for painting the lampposts. The structure of the bridge across the South belt, near Victoria street, was reported rotten, and the Committee suggested that a brick or concrete one be put in. The report was adopted. The owners of land along Northbrook to be requested to clear out the creek The Clerk also to ace the Clerk to the Road Board re the erection of a culvert on the South belt, and then call for tenders for a brick culvert. The Sanitary Committee reported that Messrs Luxton and Boyd have not complied with the request of this Council to abate the nuisance in Alfred street. It was decided to send notice to them to stop the same, or a summons would be issued. The Surveyor's report stated that the day men had been engaged in cutting thistles, repairing bridges, carting shingle, and watering streets during the month. Only. £54 have been received of the rates due last month, and there Were not any boulders for the men to break. It Was decided to issue summons for the rates due in batches of about twenty, also to call for tenders forcartihg 100 loads of boulders from the Ashley. The financial statement showed that the receipts foe the month had been £58 5s lid; debit balance at Bank £343 2s 3d. Accounts were passed for payment amounting to £52 9s lid. It was decided to consult the pound-keeper with reference to keeping separate entries of animals impounded from inside the borough. Cr. Manning proposed the motion standing in his name re slaughterhouses, but after soma discussion withdrew it to ascertain what steps are necessary to be taken to enforce the fees. Cr. Manning then moved that the Council empower the Works, Committee to spend £25 in erecting windmill pump and tanks at the site of the artesian well for the purpose of supplying the water-cart and for general use. Cr. Sansom seconded the motion, but after considerable .discussion it was negatived by five votes to four. The Mayor stated that he intended taking a short holiday, and Cr. Ivory was appointed to act In hia absence. A vote of thanks to the terminated the meeting, ..
