The meeting between the Emperor William and the Czar of Russia will take place on board the Czar's royal yacht Dergaon in the Gulf of Finland, aud afterwards they will proceed to PeterhofF, Count Herbert Bismarck and M. De Giers will accompany the royal personages. Received July ISth, 1.30 a.m. Berlin", July 9. Sir Morell McKenzie thinkß that the abscess in the ear from which the Emperor William suffers will affect his brain. The Emperor embarks at Kiel on the 14th inst. in the Royal yacht Hohenzollern, and he will be escorted by four ironclads. The C_ar in his yacht will be escorted by two ironclads. Their Majesties will meet off Cronstadt.
