SELWYN COUNTY COUNCIL.

The usual monthly meeting of the Selwyn County Council took place on Tuesday, and was attended by Messrs H. J. Matbias (Chairman), H. W. Peryman, P. Jones, R. Westenra, W. Dnnlop, J. Bennie, and T. Bruce. The Chaieman stated that he had received a letter from the Colonial Secretary to the effect that the recommendation by the Council that endowment of land should be made for the support of hospitals and charitable institutions would be considered when the Government turn their efforts to i improving the present unsatisfactory state of hospital and charitable aid. The Minister of Public Works had written that there were no funds available for erecting a traffic bridge over the Selwyn. A letter had also been received from the Minister for Public Works, stating that the application for a grant under the Boads and Bridges Construction Act for a bridge -at the White Cliffs was in order, and would be considered with other applications which might be received up to 31et December next. He had-learned that Government proposed to extend the railway across the river at the point where the bridge was proposed to be built, so that it was not now necss?ary to build it. The Minister of Lands had stated that the trusts in the grant of reserve No. 50a could only be changed by legislation. The Committee had cent in a report on the application from the Halswell Boad Board re the I control of the boundary road. The Bakaia Boad Board asked what portion of the cost ef constructing the boundary road between that district and Lake Coleridge should be charged to the latter. The Surveyor in charge of the roads, through Hagley Park 1 requested authority to procure a supply of 1 metaL The Lake Coleridge Boad Board had forwarded a list of works necessary to the approach to Bakaia Gorge bridge, and attention has been called to the need of fencing the road near the bridge. The , Governor had issued a proclamation permitting the destruction of skylarks, cbaffinchee; eaid blackbirds in the_coS9.ty. The Ashbttrton "County" Council; "asked ' for co- ! operation in obtaining a reduction in the sheep tax. The Springs Boad Board had j written, pointing out the inconvenience of J attending the registration of deaths in ] that district, and recommended the formation of a new district, with the registration j office at Springston, and the Board wished ! the Council to bring the matter before the ! Government. The same Board wrote conj sidering that the clearing of the LI river I near Mr J. L. Wilson's mill was a private ■ concern to the owners of the mill. Mr G. I Dell's tender had been accepted for leasing the Heathcote pound. The City Council had written that a pound was unnecessary so far as the «*ity waa concerned. Wednesday, November 19th, had been gazetted the day for the elections of members of Council. The County Solicitor's opinion had been obtained on the proposal of the Govern- ; ment to delegate the Governor's powers under the Domains Act to the I Council. He (the Chairman) had been requested to nominate, as members of the Darfield Domain Board, Messrs G. Gunn, A. Nichol, H. Gillanders, J. Scott and W. Clinton. A detailed statement of revenue and expenditure in the district was asked for by the Elleemere Domain Board. A supply of dog collars was necessary. The monthly report of the Malvern Water-race overseer had been rent in. The residents of Springston asked to be allowed to use the surplus water at Bolleston. Mr McMillan, M.H.E., wrote concerning matters brought under hie notice by the Council. The Standing Committee recommended the Council to confirm the application of ratepayers to close certain roads. Regarding the change of trusts of reserve No. 50a, the Council, en the motion of Mr Jonss, decided to send a copy of the Minister's letter to the Heathcote Boad Board. The Standing Committee's report, on the application of the Halswell Boad Board, was adopted. It recommended the placing of the road under the control of that Board, the cost of maintenance to be borne equally between that and the Spreydon Boards, the latter to refund to the former body the cost of maintenance from January let. 1883. The Surveyor, whose report of the Hagley Park roads was read, was authorised to obtain the metal necessary for repairs. Consideration of completing works on the approaches of the Bakaia Gorge bridge was deferred until next meeting. Two resolutions passed by the Ashburton County Council for a reduction in the sheep fax, and asking this Council's cooperation, were read; and, on the motion of Mr Bbtob, seconded by Mr Wxstbnba, it was decided that the Council was of opinion that the cost of sheep inspection should be localised, and only so much charged as was sufficient to cover the cost of work done. The Secretary was instructed to send copies of the motion to theGovernment, the Ashburton County Council, and Mr W. C. Walker, M.HJR. Concerning the registration of births in the Springston district, the Council, on Mr Peryman's motion, decided that the application of the Springs Boad Board to this Council to ask the Government to create a new district for the registration of births, deaths, and marriages, be complied with;, the boundaries of the new district to com- i prise all that portion of the present Christ- j church Begistration district which is contained in the Springs Boad district, with the addition of all the land from the Sel-! wyn ziver to reserve 2i9, which lies be- j tween tie Great South road and the rail-1 way, and that this Council would recommend that Mr W. Lawry, of Springston, be: appointed the Registrar. the Heathcote pound was referred to the Heathcote Boad Board. It was decided to forward to the Minister of Lands a copy of the solicitor's opinion on the delegation of the Governor's powers in respect to Domain Boards. The gentlemen referred to in the Chairman's statement were appointed members of the Darfield Domain Board. In reply to the Ellesmere Domain Board's application, the Council decided that it could not make up such a statement as asked, but information on any particular point would be afforded. The Secretary was instructed to advertise for the necessary number of dog collars. The monthly report from the Malvern Water-race Overseer was read. Concerning the application of residents at Springston to use surplus water at Bolleston, Mr Davies was instructed to interview the petitioner. The report of the Standing Committee on the application for closing roads in the Courtenay and Lincoln road districts was read, and the recommendations were adopted. The monthly report of the Slaughterhouse Inspector was read, reference being i mode to the last quarterly report of Dr. : Nedwill to the Board of Health. Messrs Jones, Dunlop and Westenra were elected a Committee to visit the slaughterhouse, of which complaints were made, in the Shirley district. Oβ the motion of Mr Dnsiop, eeconded by Mr Khnnib, the Inspector was requested to report generally as to the practicability of establishing good central public abattoirs. Pursuant to notice, Mr Pertman moved —" That the sum of .£IOO be granted to the Lincoln Boad Board (out of tbe monies allocated to that district by this Council), to be expended in the construction of the head works of the proposed Waimakariri water works, as their contribution towards the same." \. Mr Dxtnlop seconded the motion, which was carried. Mr James drew attention to ithe need of repairs to the Waimakariri bridge, known as White's bridge, and moved—" That the Eyieton Boad Board's attention be called to its condition." The motion was seconded by Mr Bbuce, and carried. A letter was read from the Colonial Secretary's office, statins that the request of the Council and residents of Tai'i'apu for an alteration of the boundary between Akaroa and Selwyn Counties had been complied with. Accounts amounting to £528 11s 9d were passed for payment.
