ROAD BOARDS.
AVON.
The usual meeting of the Board took place on the 13th instant. There were present, the chairman (Mr E. G. Wright) and all the members except Mr Duncan. The clerk rerortei the receipt of the following sums :— From general rate, 1874, 5s 5d ; 1875, £39 12s ; Waimaki.riri rates, £3 14s lid ; contributions, £10 6s : total, with £150 paid in by Mr W. Wilson contribution towards bridge over Avon by New Brighton, £203 18s 4d. The credit balance is £1247 2s',sd. The Board decided in the matter of the diversion of tbe drain through Kruse's, and objection to same by Messrs Hanmer and Harper on behalf of their client Mr Dowdell, to leave the matter of drainage for that portion of tbe district to the Drainage Board. Mr Dow saw tbe Board about road by Simmonds'. The Board decided that Simmonds be written to and told to proceed at once to carry out the work as agreed; it was also decided to make the bridge over the creek passable. Mr Hill and another saw the Board, and asked forja culvert to be placed across Innis's road, for better drainage. Ordered to be pnt in. Mr Spencer saw the Board relative to balance owing to him on account of work done to the approaches to Styx bridge. Ordered to be paid. Messrs Haughey and Kerrsaw the Board to Fay that the deed of dedication was ready for the signature of Mr Bing. The clerk was directed to write to Mr Bing and inform him thereof, and the surveyor was directed to call for tenders for the work when it had been signed. Letter from Mr Bing in reference to widening the road between ftection 325 and Mr Bealey's. It was decided that Mr Bing be asked to obtain the consent of his tenants to the widening of the road, and to name the compensation for a new fence required. The Board would, on being put into possession of the land, form and shingle tbe new road. Mr Peter Kerr saw the Board, with the view of getting a

refund from the amount paid to the Boasdas contributions towards the bridge at New Brighton. He was informed that the idea could not facT entertained, it being- -*■ most irregular request. Mr Strange saw the Board and asked that, the road to his farm might be formed, and he was quite willing to pay towards the cost. He was told that what he asked oould not be "done, as not being within the means of the Board, but if he would confine his request to such parts of the road as absolutely required to be done the Board might see its way to do something. Ultimately Mr Btrange said he would see his neighbors, and apply to the Board again; Mr Peet, contractor, saw the Board relative to his contract on Canal Reserve. The Board decided that until the work was passed payment could not be made. Tenders were opened for 600 yards of shingle, clearing the River Styx, Mitchell's road, and clearing No 2 drain. A tender was accepted in each case. The Board decided to put two pipe culverts across the Canal Reserve road. The following letters were read :— " Wakefield road, Hagley Park, " December 13th, 1875. " The Chairman of the Avon Road BoardSir,—ln forwarding the enclosed memorial, I wish to state that the signatures attached are those of residents in the immediate neighborhood, and who suffer from the nuisance. I may further state that nearly every day my children are compelled to be sent away from the back part of my premises on account of the stench, and at times we are obliged to shut the house up altogether to keep out the nuisance. At all times it is very bad, but after rain or a north-west wind and hot weather it is quite unbearable, and I should say highly dangerous to the neighborhood, and I cannot think that fowls and animals fed on such putrid matter, or which live in such a filthy condition, can be fit for human food. " Trustißg you will take early steps in the matter, " I am, sir, your obedient servant, "Fbedk. Stbouts."
" Wakefield road, Hagley Park, " December 9th, 1875. "To the Chairman of the Avon Road Board—Sir, —We, the undersigned, beg to draw the attention of the Road Board to the nuisance caused by the habitually filthy state of the pigstyes and fowl-yard of Mr Dennis, the stench from which and from the putrid refuse and offal on which the animals are fed, is sufficient to spread fever and other diseases amongst us. We believe that the Public Health Act, 1872, clauses 36 and 38, refer to such matters, and that it is in your power to set the necessary machinery in motion to abate what we believe will prove (if not abated) a plague spot amongst us. Trusting you will see fit to take early action in this matter,
" We have the honor to be, sir, your obedient servants (signed) Fredk. Strouts, W. Back, Joseph Fowler, Henry Kibblewhite, Elizabeth Prince, John Simpson, William Parsons."
The Board decided that Mr Dennis be written to and warned that unless the nuisance was abated forthwith proceedings wonld be instituted. Letter from Mr Haskins resigning his position as clerk and surveyor to the Board. Mr Wild saw the Board in reference to widening the Sawyers' Arms road. He was unable to make any different offer to that made at a former interview. The Board said that the price asked for the strip of land was excessive, and advised him to obtain a petition from those interested to have the land taken under the Land Clauses Act. Mr W. Philpott saw the Board in reference to the drain through section 1048 flooding the land. The Board said the drain should be cleaned. Mr A. Philpott saw the Board and requested it to clear the Main Drain and repair the road by his farm. The Board promised to have the drain cleared. Letter from Mr C. lisch relative to re-con-veyance of the gravel pit on his land. The clerk waa directed to apply to Mr Joynt for the deed and look up the minutes relative to the transaction. The surveyor was directed to put in two culverts in compliance with the request contained in the letter from the Church trustees. The Board decided that tenders be invited for surveyor, clerk, and collector combined, at a salary of £250 per annum. Applications to be sent in by Tuesday, the 21st. Accounts to the amount of £120 2s lOd were passed, and the Board adjourned to Tuesday, the 21st. The Board met again on Tuesday, the 21st. Present—The Chairman and all the members. A letter from Mr Roberts and others on section 1048 was read relative to the flooding of their crops caused by the overflowing of the creek. The work had been ordered to be done. Sixteen applications for surveyor, &c,were opened, and after each application had been duly considered and the number reduced to three, it was decided to adjourn further action till the Board had had an opportunity of seeing the gentlemen selected, and appointed Friday for that purpose. The matter of lighting the North road was considered, and after discussion, on the motion of Mr Peacock, it was resolved —" That the Board provide six lamp posts on the inhabitants along the line of road being special rated to pay for laying on the gas." The clerk was ordered to give the requisite notice of the Bpecial rate for that purpose. The Board then adjourned.
