In the Corps Legislatif, M. Ollivier has announced his intention of preserving the strictest neutrality. In political matters ho would renounce the errors of the last system of administration. The speech caused great commotion on tho right of tho Chamber, M. Penard said it was impossible to support the Cabinet. Nevertheless, the Chamber adopted M. Ollivier's views by a large majority. A scheme has been submitted to the Oecumenical Council for defining the dogma of infallibility. The Papal Government are invited by Franco to admit their representatives. The North German Parliament has voted for the abolition of capital punishment, not* withstanding tho strenuous opposition of Count Bismarck.
