KAIAPOI BOROUGH COUNCIL.

This Council met as usual on Tuesday evening last. Present—The Mayor, Councillors Dudley, Birch, Newnham, Kerr, Oram, Middleton, and Hall. The minutes of the last meeting were read and confirmed. A letter from Mr Heilsen tendering his resignation as assessor was read and accepted. A letter was read from the Rev W. W. Willock, enclosing the following protest, to which were attached fifty-nine signatures: —" We, the undersigned ratepayers of the borough of Kaiapoi, protest against any further proceedings being taken by the Council in the case of j Beswick v. the Borough Council, excepting in the manner proposed in the resolution passed at the meeting of ratepayers on the 14th April, 1869." The opinion of the Attorney-General as to the action was received by the Council. Cr BißO_r moved, and Cr Ksbb seconded— " That the receipt of the Rev W. W. Willock's letter be acknowledged, and that he be informed that on so important a point as that therein referred to, the Council does not feel justified in making any alteration in its present course of proceeding. Firstly, because the Council is strongly advised on high legal authority that to abandon the case in its present stage would be very prejudicial to the interests of tbe borough. Secondly, because after (as it is rumoured) a vast amount of canvassing, tbe protest enclosed in Mr Willock's letter is signed by only rather more than one-third of the burgesses, and cannot therefore be esteemed by the Council as representing the true interests of the majority of the town." , It was found on looking over the burgess list that 57 of the signatures of the protest were burgesses holdirig*7B votes, against 211, the whole number on the burgess list. The motion was carried unanimously. Cr Hall said, though he supported the protest, yet it was not. signed by a sufficient number to make a majority, and he could not support it in the Council. It was decided that the resolution instructing the Council's solicitor to proceed be intimated to him. Cr Bibch moved, aDd Cr Keee seconded, " That the Government be pressed for an ; answer on the financial scheme and informed ' that the bridge if unsafe {or traffic."
