KAIAPOI BOROUGH COUNCIL.

Tins Council met as usual on Tuesday evening last. Present—The Mayor, Councillors Dudley, Birch, Middleton, Kerr, Oram, and Hall. The minutes of last meeting were read and confirmed. A letter from tlio Postmaster-General's office, Wellington, was read, stating that the letter from the Council about the removal of the post-office at Kaiapoi had been received too late, as the arrangemente about its removal had been concluded. The General Govern* ment were also not in a position to erect a permanent building. A discussion took place regarding the state of the pound, the liability of the Council to repair it, and the present poundkeeper'e tenure. Cγ "FUtx moved, and Cγ Obam seconded— "That the poundkeeper be requested to repair the Kaiapoi pound, in compliance with the Cattle Trespass Ordinance, Session XIV, Clause 14."—Carried. Mr Burnip's application for block 6 of the river reserves was granted. The Council did not see that any notice need be taken of the pending lawsuit in reference to the further letting of these reserves, for if the burgesses wanted the Council to make any alteration in the letting of them they would have come forward. This applicant was granted a lease for twenty-one years,

The Public Works Committee reported that the bridge over tho creek at Fuller street had been repaired, but it would still beneceeeary to refloor it at an early date; the culvert near Mr Jveetley's had been repaired, and the committee recommended that they should have charge of the tools and toolhouso. The planking of the bridge was rapidly wearing through, and would require repairing, or it would become dangerous to heavy traffic. The amount received since last meeting was —Rent of bridge, £20, which, with the balance in hand, gave a credit of £107 13a 6d, leaving, after paying accounts sent in, £93 15s 9d in the bank. His Wobship directed attantion to a culvert at Hammett'e corner which required shingling over. Cr Bibch moved, " That it be an instruction to the Public Works Committee to confer with Mr Nielsen about the right of way applied for, and that they also report on tho state of the pound." Seconded by Cγ Hall, and carried. The following accounts were ordered to be paid:—Clerk's salary, £4 3s 4d ; pay sheet, £2 14s sd; Neville, repairs to culverts, £1 15s 6d; G. F. Day, expenses attending Supreme Court, taking soundings of river, and attending the jury as viewer, £5 4s 6d. Cγ Biech moved, " That the Clerk write to Mr Day for an explanation of the item, attending the jury as viewer, £2 25." A discussion took place, when Mr Day, who was present, stated the viewer on the opposite side had received £5. Cγ Hall moved, "That the item pass." He, as a witness in the case, however, did not intend to claim any expenses. The bridge was going to pieces, the culverts were following suit, and the streets wanted repairs, so in the face of all this he thought the expenses should be borne as much as possible by each individual. The item ultimately passed, though it was stated that merchants from Christchurch on surveys at Kaiapoi only received half that amount, and paid their own travelling expenses. His Worship directed attention to the vacancy caused by Mr Ellen not having taken his seat. The Clerk handed in an official record of the number of meetings—four—at which Mr Ellen had been absent. Crs Dudley and Birch were elected members of the Public Works Committee for the next month. Cr Middleton pointed out that it was necessary for the embankment along Charles street to be kept in repair. It was decided that Mr Ellen; the contractor, be communicated with. Cr Bibch moved —"That the Council advertise for a valuator." Seconded by Cr Oram, and carried. Resolved—"That the bank pass-book be laid on the table at each meeting of the Council." Time was granted to the Bridge Committee in which to bring up their report. The Council then adjourned.
