Tuesday, March 30. Circulars to all the Boating Clubs in the province, asking them to join in the procession to be formed upon the Duke's arrival. Answers to the same were received from most of the cluba, either accepting the inyifation or promising to lay the matter before the members. The secretary of the Cure Club wished to know if the Council would pay the expenses of their boats from Kaiapoi and back. A letter to the Lyttelton watermen, asking them to join in the procession. No answer had been received, but the Clerk had been told the watermen intended to join. To the Secretary for Public Works, applying for the use of the pipes for the water supply of Lyttelton from the tunnel. To the Secretary of the Cadet Corps, stating that he must apply to the Council for the use of the shed for drilling. From the secretary in explanation. The Clebk stated that circulars had been sent to the Foresters, Oddfellows, and Orange Societies, asking them to join in the procession. No answer had been received. To Captain Gibson, asking for his assistance to form and marshal! a procession of boats. A reply from him saying,be would do so. From the Secretary of Cadet Corps, applying for the use of the shed for drilling. From Mr Neil, drawing the attention of the Council to a culvert on the bridle path being out of repair. From Mr C. Blackler, asking permission to deposit clay at the end of Canterbury street. From Mr J. Miller, stating that he is unable to pay his rent, and asking the Council to allow him to work it out with them by stone-breaking or otherwise. The letter of Mr Fenwick, Secretary to the Cure Club, was considered. It was decided that the Council could not pay the expences of conveying the boats. A diecueeion arose upon the matter referred to in Mr Neil's letter. Cr Wabd moved, and Cγ England seconded—"That the Clerk be instructed to write to the Government for a small grant towards keeping the roads in repair outside the town." Cr Habgbeaves moved as an amendment, " That the matter be referred to the Government, inasmuch as the Council have no funds for the purpose." The amendment lapsed for want of a seconder. Cr Hahgreatss moved as a further amendment, " That all the words be struck out after the word * That, , " which also lapsed, not being eeconded. * Mr Blackler's application was referred to the Works Committee. , It was resolved that Mr Miller should be informed that he must apply to the foreman of the works, and if the latter has any work to be done, it will be given to him. With respect to the application from the Cadet Corps, it was left to the Mayor to arrange the days, &c. The minutes of the Reception Committee were read and confirmed. The following accounts were passed and ordered to be paid : —Weekly pay-sheet, £5 10s; Town Clerk's salary, £16 13a 4d; E.. Mills' account, £1 ss; total, £23 8s 4d. Cr Wabd moved, and Cr Hawkins seconded —" That under the present circumstances of the water supply question, it is expedient to rescind the resolutions of the Council of the 4th January last." Cr Wabd gave as his reason for moving this, that the supply, if obtained by the plan adopted, would be only a temporary one, while it would involve an expense of £410; and the water would be impure. Cr Hawkins coincided with Cr Ward's opinions. Cr England moved as an amendment, and Cr Axlwbight seconded—" That before any resolutions are rescinded, the Government be asked whether they will grant the use of, and allow to be laid in the tunnel, the 4-inch pipes that were originally intended for that purpose." Cγ AIIiWEIGHt did not like to ccc the councillors ooming one night and passing resolutions, and the next night rescinding them. Cγ Wabd thought that there was some bitch in the plane. The amendment was carried. It was resolved that the hour of meeting be the same during the winter months as it is at present, viz, half-past six for seven p.m. Cr AiiWßiGkT wished to know if tke reclaimed land wae to be thrown open for competition. The Matob said that he believed the reason of ite not being so was that the Government had no proper title. Cγ England moved, and Cr Ailweight seconded—" That the Government be asked if they have power to let the reclaimed land, as many persons are desirous of leasing portions of it." Cr Wabd thought that it Would be better for the Lyttelton members of the Provincial Council to take it in hand, and find out from Government if they will lease portions of it. Cγ Hawkins agreed with Cr Ward as to the members for the town being the proper persons to take the matter in hand. The motion upon being put was carried. The Council then adjourned.
