VIENNA.
October 10. The Emperor Francis Joseph has determined to make no change in the existing concordat with Rome, and negotiations with the Pope for making a new one have been abandoned. Previous to this decision of the Emperor, the Roman Catholic bishops in the Empire met in Congress in this city, and declared their opposition to any change in the existing concordat.
