They will easily be able to compel their fellow criminals —the present Rumania, Hungary, Bulgaria, the so-called Croatia and the so-called Slovakia —to adhere to the new order in EuropeThey expect that western Europe will close its eyes to what they are doing with the Serbs, and that Great Britain and America will leave them free to deal with events in Soviet Russia as they can.

This would mean preserving the present German hegemony over the European continent, perhaps in n less acute form.
