The United States has asked

Russia and China to arrange the end of the Soviet military control of the Manchurian port of Dairen and to open it for world traffic under Chinese administration. Last night the Russian authorities called on an American naval landing craft to* leave Dairen forthwith.

In the note -which has been sent to Moscow and Nanking the American Government speaks of the admirable conditions for berthing in Daii'en and states that it sees no reason why the 1945 agreement between Russia and China should not be brought into effect. Under this agreement Dairen would be under Chinese administration and would be open to international commerce.
