ROME’S STATUS London, August 17. While the Italian Government has begun moving military objectives from Rome, to enable it to be recognised as an open city exempt from attack, messages from Quebec say that, the British and American Chiefs of Staff have decided not to accept the Italian declaration that Rome is an open city unless the Badoglio Government accepts the Allies’ demands for unconditional surrender.

It is assumed, however, that there will be no final decisions for transmission to Badoglio until Mr Churchill and President Roosevelt meet and review the Italian policy, which, it is believed, will be one of the, first acts when the conference begins this week.
