BIG CALL-UP “Survival In The Balance” Statement By Stimson London, Oct. 14. Mr H. L. Stimson, U.S. Secretary for War, said that three and a quarter million more men would be called up next year. It was also intended to conscript youths of 18 for military training. Next year the United States army would total seven and a half million men. “Our survival,” said Mr Stimson, “is in the balance.”

President Roosevelt said that the voluntary method of dealing with the manpower problem was not satisfactory.
