LAND SETTLEMENT

“NEGOTIATION” PROCESS. It is stated that the new section of the Land for settlements Act which permit* of land being acquired by what is termed "negotiation,” is .being tried in at least one instance in the Balclutha district, in respect of an area of 1000 acre®. Under this system one or more persons may combine to negotiate with an owner for the purchase of land, to be worked in common by the settlers or to be subdivided after purchase according to their desire. When the owner’s willingness to sell has been ascertained the price is submitted to the Land Purchase Board, which also passes judgment as to the value of the land and the suitability of the intending settlers. These being satisfactory the State purchase the land which is leased to the settlers on the same terms as land acquired in the ordinary way undier the Act. The big differences are_ that; the would-be settlers do their own selecting in. the first place, and secondly do not need to run the chances of a ballot - 1 ,
