Outrages in Africa. London, November 12. —An official of the Congo Free State, West Africa, has reported that the Batalla tribesmen, employed to gather rubber, have destroyed twenty villages and chopped the hands off 200 villagers because they did not supply sufficient rubber. The Engineers' strike. London, November 14. — The Times states that the employers are firmly determined to resist outside pressure. The fighting on the Afghan frontier. Calcutta, November 12. — Lieut. Mclntyre and twelve men of the Northamptonshire regiment, reported to be missing after the attack on the rearguard of General Lockhart's force at Saranasna, died fighting ; they got lost in the jungle and after a gallant defence were aJI shot by the tribesmen. j The Af ridis, with the exception of the Akaka Khels, the Cakka Khels and Yakka Khels, have offered to submit. Seventy-seven villages belonging to the latter tribesmen have been destroyed. Calcutta, November 14.— Sir William Lockhart has informed the Orakjais of the terms of peace. They must surrender 500 breechloaders, make restoration of the looted arms and property, pay 35,000 rupe)B and forfeit subsidies ; formal submission to be made at Durbar a fortnight hence.
