The Hon. A. J. Balfour, addressing a meeting at Manchester, expressed the opinion that the adoption of a uuiversal eight hours' system would probably destroy British industry, and declared that he was willing to ameliorate the condition of the working classes in every way abort of such cast-iron legislation^ I
