London, Feb. 23. —Mr John Morly has given notice of an amendment" to the address in reply to the Queen's speech, f .o the effect that the harsh, oppressive, and unjust policy i pursued by Government in Ireland is < viewed with aversion throughput ) Great Britain, and advising the adoption of a policy of conciliation.
