This had been found necessary on account of .applicants coming forward with business at the last moment. 'He objected that this recommendation should not be at present dealt with on the ground that some of his constituents, might be prejudiced thereby.. The Chairman — Wei), as it has been broken through already to-day, I don't see why we Bhould not go on with the business. Mr'Beid — I should be eorr,y for the Superintendent to be placed in the category of private applicants to this Board. His time is called on to a large extent by the Government. ' Mr Connell — I trust Mr Beid will not imagine I am , doing this through any
factious pppoßitionto either him Qr >; tta Government. It is merely on principle, and a very valuable one. I do not care about coming to this Board and speaking without knowing who is affected by it. Thfe proposal is there to add value ol improvements, and raise the upset price of^improved land. The Board will surely hear me before giving a decision on the point. Mr Eeid-rrl cannot wait long. ■ ■ The Chairman— l have no time^ to waste here. ''"'■'. '' t. Mr Connell— I don't want to speak about a speculative question. I don t know whether there are^anyi of my constituents whose rights are affected by thiß resolution. The Chairman-r-However, it, comes to the* same thing if we are to get the Superintendent's consent ; but -I don't care about raising that question at all, because it. is immaterial. You will, require the Superintendent's consent, and we can act upon ifc as having got it. "We have broken through a record now, and are considering whether we will receive the matter before the Board. " v - ; ' Mr Connell— l prefer not speaking, sir, as I am not representing any persons.
