Saturday, May 13th. Message 9 was brought down, and was read by the Speaker, as" follows :— "Incompliance with the request of the Provincial Council, contained in their Ad-, dress of 28th April, 1865, the Superintendent has given instructions for the preparation of a Bill authorising the appropriation of £22,000, to enable the Government to offer" to such of the purchasers of land under the r Proclamation of the 20th December, 1884, as may elect in lieu of paying the tax imposed by the Otago Waste Lands Act, ]STo. 2, 1863,
