A QUESTION OF ROADS

■ At last "night's meeting of the Borough Council an old question was revived by the reading of a letter from aLi* ■Henry Carlson with which he forwarded plans of a proposed road—a. continuation of Hospital-street- —for the Council's approval. It will be remembered that late in 1910 Mr Carlson submitted, a similar proposal to the Council whic did not then find favor in the councillors' eves. A conference between uie Council and Mr Carlson was held on the ground when the Council decided to adhere to its. previous decision that Mr Carlson must form and metal the lootpaths and on the advice of the engineer, thev also decided to insist on that part. ■ of the road which had been made witji - a sharp bend across the- gully, " being, constructed in a straight line from tfce end of Hospital-street to the eiid of the new road which intersects the block of land on the opposite side of the. gully. These conditions Mr Carlson declined to accept, and there the matter has rested ever since., Last night, however, it was re-opened by what was virtually a fresh application from Mr Carlson supported by one from -Mr Gregg, who purchased the land to be opened \ip by the extension of Hospital-Street, from Mr Carlson, and who also forwarded a plan to the Council showing a scheme of roading block for subdivision purposes. • , The Mayor said the committee, had gone carefully into the plan submitted, and had come to the conclusion that it was quite suitable. It was a mosti important matter and he asked councillors to maks themselves conversant with the proposals so that nothing in the nature,, of blind streets should be permitted. Mr Bargh was present on behalf of. Mr Carlson and perhaps he could give themsome information. 1 • .

Mr Bargh saicl Mr Carlson was not responsible for the angle in the road approaching the land. Mr Sullivan laid the road out in the first- instance and he v was the Council's servant. If the road was straightened as the engineer demanded, the filling now across the gully would be lost as it would be on the section and not on the road line.

Cr Fitiiherbert remarked that it was no use perpetuating an error. If the road was not on the best line now, it must be put right. The engineer reported on the; cross roads shown on Mr Gregg's plan, suggesting some slight alterations, but generally approving of them. He did riot approve of the proposed continuance of Hospital-street, as it was following the old line and had simply been widened. This was likely to be an important.-road as an approach to tHe hospital, and itwas necessary to hive it' perfectly safe.

The Mayor explained ■ that before coming to any decision;,o:l ,Mr Carlson's application they must determine whether thtey approved of Mr Gregg's scheme of roading his block, as the two applications must be considered together. Mr Gregg's-plan wag carefully examined and generally approved. The Council • then went into Mr Carlson's application and decided to. insist (1) on the .road-aci'oss the gully being straightened, the filling to be 25 feet wide ; (2)' that Mr Carlson make - the necessary provision for - cross roads through his lane! to intersect with the roads shown ; on' Mr' Gregg's, plan.; (3) that in consideration hie be! relieved from gravelling the fotopaths and forming the main road as shown 6n' the- plan, for»a distance of 12 chains.
