TARIFF TROUBLES.

While shrewd observers at Washington are still'hopeful that President Taft will yieid'~to the advice of the Commissioners sent to Canada, authorities at Ottawa apprehend that a trade war with America is imminent. It is stated that if America imposed the maximum tariff, Canada will reply with a surtax of 33J pei cent., and prohibit the export of puipwood and wood pulp.
