EDUCATION BOARD.

The ordinary monthly meeting of the Hawke's Bay Education Board was held on Monday. CHAIRMAN'S STATEMENT. The chairman's monthly statement was as follows: — Appointment made: Miss A. W. Hannay, assitant, Napier Main. I Resignations received : Miss H. M. Anderson, assistant, Clive ; Mr W. ] H. Powell, assistant, Port Ahnriri ; ; Miss I. Malcolm, sole teacher, Ha,- ! tuma; Mr E. Mayo, head teacher, Weber. Miss Noall has declined to accept the position of teacher at Makaretu South. Tenders accepted : Erection of Mangatoro residence, E. Averill, £270; erection of Raumati school, E. W. Hodder, £262 ; conveyance of children to Tolaga Bay, Hinuiorua, 2s' 8d per head. Board election : The annual election of members of the board will take place on July 26th. -.. The members to retire this year are Pastor Ries and Messrs O. M. Whittington'and S. McLemon. REPORTS. The Rev. A. Grant forwarded a report oii works .required at Mangatuna and recommended a grant to the committee to carry out the work. — Left in the hands of- the chairman. The architect reported on an application for fencing, porch .and other \ works at Tepapakuku. — It was decid- j ed to grant a sum not exceeding £53 for necessary improvements. A sub-committee appointed for the purpose recommend the appointment of a clerk of works at £4 per week. — Adopted. The architect recommended additions and improvements to the residence at Wairoa, to cost about £45. — Approved. Mr A. H. Featherstone was appointed, commissioner for Umutaoroa , the householders having failed to elect a committee. Ruaroa : Application for new building deferred. Kumeroa : Sum not exceeding £12 granted for papering, repairs to verandah and copper. Woodlands : Department to be informed that building used as a school is in an insanitary condition, and asked to erect a school on another i site, Wimbledon: Application for washhouse and bathroom refused. Papatawa: Application for a numI ber'of small works referred back to j the committee for explanation as to the seeming neglect which had resultj ed in a bad state of disrepair. j Norsewood : Lca%*e granted to com- ! mittee to cut down trees ; subsidy of £5 for work refused. Architect to report on condition of the school : building. Maharahara West : Committee to be informed that the capitation they now received was in accordance with law. Inspectors Hill aud Smith reported as follows: — j "The preparatory pupils in the board schools, in our opinion, are well and carefully classed. Promotions are made by teachers at the term ex- j .animations , and the children receive on the whole good and careful training. The facts already submitted covering a period of five years show that the children in Hawke's Bay are not behind the other children of tlie dominion, but on tho average pass through the classes and standards more rapidly. The majority of the schools in this education district have lately been visited, and after careful inquiry we are convinced there is no cause for complaint with respect to the classification of the children ■in the preparatory classes, or the rate of formation from class to class and from standard to standard." Consideration of the report was deferred in the absence of the Rev. A. Grant. GENERAL BUSINESS. Tlie Education Department suggested the grouping of small District High Schools for the purposes of agricultural instruction. — Referred to the Technical Committee of Management and the headmaster of technical schools. A communication from the department with regard to the observance of a holiday on Arbor Day, July 21st, was referred to tho various school committees. ' The H.B. Teachers' Institute wrote that they had sent no communication to members of the board with regard to tho appointment of female teachers. — Received. Inspector Hill was appointed a member of the Technical School Board of Managers, to succeed Mr T. Tanner, resigned.

The Commissioner of Crown Lanus intimated that, at the request of tho hoard, school sites would in future bo reserved when lands were opened for settlement. Accounts amounting to £5013 4s lOd were passed for payment.
