FINANCE COMMITTEE'S REPORT

The Finance Committee' 'reported as follows: — :.:'

"The- balance reported to the debit of the, district fujid account -was £2214 15s 6d; abattoir loan account £420 ; la 3d; drainage loan account, or., £25 3a 3d.

"Accounts were examined and ap? proved jas follows: Balance purchase money on Channon' s . property,; Gordon street, £625; accident insurance for staff, £24 12s 9d; monthly salaries, £95. ; men's wa"ges, £59 0s 6d; A...and| T. Burt; valves, vote., £49 -Is 9d; United District "Charitable Aid Board,;; £29 10s 3d; Mayor's* honorarium,?£so; Herbert Hill, pipes, £21 0s 8d ; Morgan and Co., supplies, £17 18s ; Thorburn, shoeing and repairs, £3 -Js'. 9d; sewerage connection advances, £75; R. WORKS COMMITTEE'S REPORT

The Works Committee reported asfollows: —

"Meeting held on Tuesday, 22nd September, 1908. . Present : Or Collett (chairman), and the Mayor, together, with Crs Wratt and Haines.

"The Committee desire- to report having visited the irrigation area and conferred with Mr Retter in reference to the fence on the boundary when he;made an offer to lease the land adjoining his property. The committee decided that tenders should be invited for leasing the land from year to year, the lease to be teraiaahle'by six months' notice on either side, trees or shrubs not to be cut down or destroyed, and no timber to be removed. The committee deoided .that if less than 15s per acre per annum were offered the Council should not lease, but make some use ;of; the land itself. The town clerk was' instructed to advertise inviting tenders for the lease of 20 acres more or less. The, tenders to be in not later than 4. o'clock p.m. on Tuesday, the 29thi September, 1908. Meeting held on the above date at 8 o'clock p.m. at the council chambers. : ..Present : His Worship the Mayor, (in the chair), and Crs Wratt and: Haines, also the borough engineer.. ..;.

''The engineer's report was read, * showing the works that had been carried out during the month. The report was discussed seriatim, and it was resolved to adopt the suggestion as to Mr Neilsen's traction engine rolling streets that have been newly metalled.

"Waterworks: The engineer reported having put in hand the work of laying the Bin spiral steel mains, arrangements had been made to couple the main at the junction, of Rawhiti, Stairs and Queens streets, so that in the event of either main failing the other woxdd keep the town supplied. The cost of trenching by day labor being excessive, the engineer reported that he purposed letting the work at per- chain to the men ■if the committee approved. It was resolved that the committee approve of the engineer's suggestion, and the report of the engineer as a whole was adopted.

"Lease of lower portion of sewage irrigation area: Tenders were., received from Messrs J. C. Retter, J. Chapman, T. McDermott, and Lewis Stewart. It was resolved to accept the tender- -of Mr Mr L. Stewart, at 15s per acre per annum for 20 acres, more or less.

The engineer was instructed to connect the lately acquired Gordon street property with the>,borough sewerage scheme, also the public library. Gr Rathbone moved that the question of erecting a dividing fence between the sewerage area and Mr Rotter's property be left in the ha-nds of the Works Committee. — Seconded by Cr Bain, and carried.

The report was adopted

ABATTOIR COMMITTEE'S REPORT.

The Abattoir Committee reported as follows^— Present: Crs Bain (chairman), and Crs Rathbone and the Mayor.

"The chairman (Cr Bain) and Cr Rathbone reported, having paid a visit of inspection to the abattoirs, everything was found to be in good order, both as to the internal and external arrangements, and the cleanliness of the abttoir was specially mentioned.

In reference to an application by Mr C. Bourke for tho water to be laid on to the digester, it was resolved to recommend the Council to extend the water supply as* requested, Mr Bourke to provide the water meter and water consumption to be paid for at the rate of Is per 1000 gallons. "Two paddocks were vacated by Mr. Clarke on leasing the portion of the domain, and it was decided that should Mr Beattie not desire to lease these paddocks the committee were to make other arrangements. - The report was adopted. ENGINEER'S REPORT. The engineer's report was as follows : — The following works have been carried out durjng the month of September : — "1. Repairs to King street and Victoria Avenue absorbed 58 and 53 cubic yards of metal. High street north so far has had 336 cubic yards carted, and spread upon- it during the month. I would suggest that Mr Neilsen bo employed to go over the portion now metalled to consolidate it. York street took three yards in some holes, thus making a total of--450 yards for the month. "2. The trees have been planted in Victoria Avenue and Edward street, and the guards are now being put in position. "3. The sewer extension in Seddon street has been finished, except the inspection chamber cover. "4. There have been six (6) sewer connections put in to the boundary fences during the month.

"5. The -.pipes in" the water-race bounding Mr Edgar's property have been pu£*into? position. The portion starting at the road and going round the first turn in Edgar's property is in a bad condition. I propose to take tho.pipes#n a direct line. from the road across the gtillyand connect them with the race by means of a trestle- bridge made from railway rails, thus -avoiding a possible scouring dttb through leakage. -,

- "6. The ploughing at the. irrigartion area has boon finished, and the oats sown, also the carrot seed. I propose to plough: the piece in the bottom with tho . Council's team. '

"7. There have been forty-six sewer inspections during- the month. ,

. -^'8. Through a fi\e at tho Tamaki, the fencing along the race was burnt In several places, and some strainers and rails burnt out ; these have been replaced, and the fences strained up again, also new hangers placed where required.'

"9. The. Bin valves -arriving last week I at once took steps to put the work of laying: the Bin steel mains in hand. After consideration I decided to put them on the north side of Queen street, instead of the south, thus saving the cost of breaking up the street in. making connections, :and the consequent interruption of traffic. By doing this it has been estimated that at least a : saving of £100 has been effected iii' material and maintenance. I find that the 12in main feeds into tho High street main only, and : the- Bin into a 4in in Queen street; both are- acting independently of each other. I have made arrangements to couple the main at the junction,, of Rawhiti, Stairs and ■■Queen street, so that in the event of either of them failing the town can .be supplied by the other pending repairs. "The work of laying the steel mains began on. Monday morning, and up till to-night a distance of about 34 chains has been laid. The work of trenching- has been done by day work at a cost of £38 2s in labor. This, I consider, excessive and

"10. The lin pipe in Victoria Avenue, has been laid for a distance of five chains. To procure this piping I had. all the lin pipes in Millers' Road lifted and the balance are now stacked in. the yard."

CORRESPONDENCE

• From tho Library Committee, asking for footpath to be "kerbed and asphalted and a culvert to be put down, also a few loads of metal between old and new library buildings ;' the,- fence requires to bo re-erected where it was pulled down by the contractor, about three chains. — It was resolved to ask the neighboring property owners to pay a share of the cost of kerbing and asphalting. The metalling and culvert was left in the hands of the Works "Committee. The

On 'the question of erecting a lamp in front of the library, Cr. Wratt pointed out that the engineer had recommended the erection of a lamp on tbe opposite side of the road j and he moved accordingly. — Carried.

From Dr Dawson, notifying 'cases of scarlet foyer in Thyra, Denmark, and Gordon streets ; also a case at the hospital. — Received..

From Wellington Gas Company, starting that they are expecting a shipment of Gunning's controllers,

and will advise when to hand; it Avould be to Council's advantage to order at onco, stating the number of brackets and controllers required as the number that can be spared may bo; absorbed by other orders. Cr Bain moved that -a supply of" controllers be ordered at onco. — Carried. From secretary Fire .Brigade : Letters (1) intimating that Superintendent McMillan will wait upon the Council in reference to extensiou of water into domain ; (2) replying that 2in main extended into the' domain would be absolutely useless to brigade, tho supply being too small; -pointing out that the extension of 'the main would 'in no way interfere ", with use of oval by various sports, .cricket" and, football clubs.—Superintendent McMillan, who was present, said that if the. Coimeil .would supply rho material the brigade would lay the. main themselves. It was usual in many towns to have the • water. carried' on to. their public sports grounds, and he gave instances where this was done. At present the brigade was handicapped in their practices and sports events owing to the absence of the -water.

The Mayor said it was not so much a question of the laying of the main as whether it was, advisable to have the water on the oval at all. That, he thought was the view taken by the Domain Committeee. The fact that other towns had the water laid on to the domains migfct^altcr that view.

Cr Collett thought the brigade should be encouraged by providing them with the means of. practice.

Crs Johnston and Rathbonot also supported the idea of laying • the main. , "■'.-'.'

From head slaughterman (J. Brough). asking for copper to be built "in at the washhouse adjoining his cottage at the abattoir. — Request granted. ,

From Salvation Army, asking for a donation to the band funds.

Cr Collett moved that a sum of £5 be granted. The Army band was a great acquisition to the town, and did a great deal of good work in playing at the hospital, etc.

Cr Thomson opposed the amendment, as the Council was already making a donation of ,£o to the funds in giving tiie friendly societies prefer-. once over the Axemen's Association, who are willing to pay £10 for the day. — Amendment lost and motion that the Mayor's action he endorsed carried. From secretary Waipawa District Hospital. Board, asking for payment of quarterly contribution on levy -anrounting to £21 14s lOcl. — Payment to he made. ' '.'■..• From T. H. G. Lloyd, boroiigh solicitor, enclosing bill of costs of transfer of property in Gordon street, J. T. Cliannon, to Dannevirke Borough, Council.— Referred to the Finance Committee. From George Horton, notifying transfer of his property, section 9, allotment 38, McPhee street, to Louisa Longney. — Received. From District Engineer, N.Z. Railways, with reference to Sin steel mains being taken under the railway line at Allardice street crossing, and stating conditions on which permit will be given. — Conditions agreed to ! by the Council. — Mayor to sign and ; seal same. J From caretaker of the domain, in • reference to chimney smoking, and : asking for a new washhouse to be erected, and also a bathroom. — Referred to the Domain Committee to report. i From sexton of cemetery, asking for a fly in case of wet weather when grave digging ; requesting that on Sundays when he has to dig a grave ; and attend the funeral the fee be 16s, i and when fu-nerai.is attended only the fee bo 10s ; account enclosed for overi time, 5 hours.— Referred to the Domain Committee for report. GENERAL. Cr Rathbone brought up the question of Stanley street bridge, as lie thought they should' get something more definite from the County Council. Tho Mayor said lie thought it was little use pressing the matter at present, as the county had no funds. Cr Johnston asked. in what position the question of Waterloo street was now. Tho town clerk said he had not yet received a reply from Mr Ncilsen as |to tho fencing. # ' Cr Johnston said it was time the. people had access by this road. Cr Bain recommended pulling down the present- fence, and letting the people through. Cr Wratt asked what the legal position was. Cr Johnston moved that Mr Neilsen bo written to re fencing, and that as soon as his reply was received, the i church popple bo. informed that the •! Council intends to put tho road through. — Carried. Cr Bain said in view of the frequent occurrences of fever cases he would like to know how many houses were not yet connected with the sewer. . * The Mayor said he was not able to give the information off-hand, but perhaps the engineer could prepare a plan. Cr Collett thought this a" most important matter, as there was no excuse for any one not having their premises connected with the sewer. He moved that final notice be sent to all property owners, whose premises were still unconnected. — Carried. Cr Cullinane brought up the question of cleaning out the Mungapurupuru creek, and he moved that notico be sent to property owners to have their sections of tho creek cleaned out. Cr Collett seconded and the motion was carried. Cr Collett asked for an instruction as to what was to be done in tho way of covering in tho Manga.purupuru creek, at the right-of-way in Allardice street. The Mayor said this was private property, aud tho Council could not spend money on it. Th© owners of the property should be asked to put the culvert in proper order. Clerk to call en tho owners to do the work. OVERDRAFT. The usual formal resolution re overdraft was passed. LICENSES. An auctioneer's license was granted to Mr Woods, of Dalgety and Co., and plumbers' licenses to Messrs Brid-
