Japanese Wounded at Port Arthur*. A Steamer Condemned by the Prize Court. Russia and China* Two Protests. The Baltic Fleet. The Neutrality Question. Mishaps; to Colliers. (Received this day, at 7.26 a.m.) London, Jan. 6. Russian officers declare that of the casualties requiring treatment at Port Arthur, at least 8,000 are Japanese. The Prize Court has condemned the steamer Nigretia, recently captured by the Japanese, and the vessel will be confiscated, because the captain and lieutenant of the Russian destroyer Razfcoropni, which took refuge at JChifu, were aboard, trying to escape. Russia has protested to the Chinese Government against Chinese detachments participating in the fighting at Tailing Pass ; also against Japan using Miaotao Island as a naval base. The newspaper Matin implies that the authorities at Madagascar are less alive to the necessity of observing strict neutrality than the French Government. Some German colliers following the Baltic fleet experienced mishaps. Russia is trying to obtain coal facilities and the repair of the fleet at.Madagascar, also maps of the routes a»d anchorages in the Indian Ocean. It is semi-offieially announced that the Baltic fleet remains outside French territorial waters.
