■ ♦ (Post Correspondent.) Melbourne, July 6. The Victorian Cabinet is considering the outline of the Budgot, which will not be submitted to Parliament until last week in tho month, as the Government find tho financial problem a most difficult one, and fresh taxation is inevitable. .It is regarded as certain that the duties will be increased, especially upon spirits, tea, and wines, with an excise duty \ipon beer and the twopenny postage. Eight thousand unemployed have registered at the Melbourne Labor Bureau. Strenuous efforts are being made in town and country to alleviate the distress. Two hundred persons arrived at Preenaaatle (W.A.) by different ateamers on Saturday from outside colonies. There is promise of a splendid season, and it is estimated that there are 4000 more acres under crop than last year. There nre six operatic and dramatic companies travelling about tho colony, all doing good business. In the Sydney Suprumo Court a libel action was commenced on the 4th of July by Daniel O'Connor, M.L.0., against Richard Evan 3, the proprietor of the Sunday Times, for alleged Hbols published in September last. Damages were laid at £5000. Ac the time of tho publication the plaintiff held the portfolio of Postmaster-General, and the alleged libel accused him of entering upon agreements in connection •with lonsiug the Post Office stables without consulting Parliament and without knowing whether the vendor had a sound title to the property. For the plaintiff it was claimed that ho was accused of corruptly entering on an agreement to pay £7000 for the purpose of securing the political support of the vendor of tho premises. Defendant entered a general plea of Not Guilty. A verdict was returned for the defendants.
