LEADING AIR OFFICER
SIR R. COCHRANE'S VISIT
PART IN DEVELOPING R.N.Z.A.F. Parliamentary Reporter. WELLINGTON, this day. Air Marshal Sir Ralph Cochrane,' ' Chief of the Royal Air Force Transport Command, reached Ohakea from Sydney yesterday afternoon. Sir Ralph, who is travelling on the business of his command, took a leading part in the development of the Royal New Zealand Air Force before the war as first Chief of the. New Zealand Air Staff.
Sir Ralph was seconded from the Royal Air Force in 1936 to report and advise on New Zealand's air-. \ defence problems. His recommenda- < tions were the basis for legislation embodied in the Air Force Act, 1937, and the Air Department Act, 1937, ' which provided for the organisation and development of the Air Force as a separate branch of the defence forces of New Zealand. The Air Department was established and moulded closely from the pattern of the British Air Ministry.
Early in 1939, Air Marshal Cochrane returned to England.
