WAR EFFORT EMBARRASSED Rec. 1.30. WASHINGTON, Jan. 1. The Director of the Office of Defence Transportation, Colonel Johnson, issued tiie warning that the closing of racecourses throughout the United States might be followed by more drastic steps unless unnecessary travelling by civilians was Johnson said railway equipment was taxed to the limit and needless passenger movements were reaching the point where the war effort was embarrassed. Accoraingly passenger equipment might have to be diverted to essential war use. '
