As the election draws nearer, publicinterest is focused oil the issues to be decided. For those who seek an alternative to the rule of red tape and bureaucracy, which are synonymous with the Labour administration, the pamphlet "Passwords to Progress," by Mr. S. G. Holland, M.P., Leader of the Opposition, is a document of absorbing interest. In this 20-page pamphlet Mr. Holland sets out his personal philosophy and that ol his parly. From it there emerges a picture of a progressive humanitarian ideal, shaping its course towards a highei moral and material standard for all members of the community, but. nevertheless recognising that there can be no i cal advance without work and effort, that individual liberty is a vital bulwark of our democratic system, and -hat while every citizen has fundamental rights, he al=o has certain obligations, which must he" respected if democracy is to function pfrectively. Holland visualises New Zealand as "a land with a future, where honest toil and self-reliance and initiative are fostered and rewarded; a land where neople are encouraged to go on in tlie world and make- good."
