P.R.

Can Mr. Neary tell us why the Labour party has refused at every faster conference to accept remits tor preferential voting at Parliamentary elections? Preferential voting is used inside the party but is denied the electors who, according to the Labour constitution, should nave full democratic powers. The present "first past the post" system is obsolete and.undemocratic. In an electorate where there are three or more candidates it is possible and highly probable that the most favoured candidate will not be returned. Preferential voting, as used in Australia, cannot fail to return the most favoured candidate in each electorate. Nobody knows this better than the top flight of the Labour party. So why should electors be denied the legislation giving the obvious and repeatedly asked for elimination of the split vote. This has been asked for inside the party in the form of remits for years. Such a bill would not interfere with the war effort or finance, and could not be opposed by members of any Party. E.J.N.
