Rec. 11.30 a.m. LONDON, June 9. Captain L. D. Gammans (Con.. Hornsey), addressing the Royal Empire Society, said: "We have got to make the Empire a people s Empire. British citizenship must mean more than it did in the past. There must be no colour bars, either at home or abroad. Kipling and all he represented is dead. Our task is to find a successor."
