DEFENCE BUILDING
CONSERVING OF MANPOWER
(P.A.) WELLINGTON,- this day. The Minister of National Service. Mr. Semple, announced to-day that all building and construction works being carried out for the military, navy or air force, or for civil defence (air raid shelters) had been declared essential undertakings for the purposes of the National Service Emergency Regulations. Mr. Semple explained that the declaration had been made for the purpose of conserving the manpower at present available for these works by restricting the outflow of labour for other less essential work. Coth employers and employees wishing to terminate employment now required to obtain the consent of the district manpower officer. This step was taken, said Mr. Semple. in furtherance of the Government policy of promoting every possible means of ensuring that defence works, both military and civil, were carried out with the utmost speed and elficicncv.
