OPEN DEBATE

SESSION RESUMED FURTHER WAR DISCUSSION (By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. The secret part of the debate on the war situation having been completed, the House of Representatives resumed this afternoon in open session for the purpose of enabling members to discuss the war position in public. "I am anxious that there shall be a full, free and frank discussion," sfld the Prime Minister, Mr. Fraser, before the House sat this afternoon, "but it will not be broadcast, because if it were on the air the scope of the debate would be so circumscribed as to make it practically futile. -Members can speak with more freedom when off the air." It is anticipated that the present session will conclude to-morrow evening, even if it involves sitting at night instead of the customary Friday adjournment at 5.30 p.m.
