In! reply to the German Note, the Soviet' Foreign Minister. M. Molotoff. said' that in view of Germany's violation' of international treaties and agreements the Soviet Government could not believe that Germany would observe the Hague Convention and the strict use of the ships for the, purposes specified under it. j "We have every reason to suspect Germany would use the ships for military purpose?." said M.
