According to "The Times" diplomatic correspondent there are many signs to suggest that Japan may make a military or combined military and naval move before the end of the month. The dominant school of the Government party is urging a naval move against Indo-China and Thailand. Britain and the United States are closely watching developments and exchanging information on a practical basis. The port or Kobe will be closed to foreigners for ten days from tomorrow, says the Shanghai correspondent of the Associated Press of Great Britain, who states that it is believed the Japanese are deliberately creating the impression that this is a move against Russia to cloak the real move, which is against Indo-China. Extreme tension is apparent at Saigon. The Nanking Government has announced the taking over of two Chinese-owned cotton mills, of which one is registered as British and the other American. The action is taken on the ground that the mills are owned by the Chungking Government. The United Press says that foreign authorities are extreme!v concerned because the registrants declare they will continue to operate the mill's despite Nanking's order. The mills are located in a part of the Settlement guarded by United States Marines.
