"The Times" Budapest correspondent says the talks at Vienna are announced without any comment in the Hungarian Press, but official circles reiterate their adherence to the Axis Powers' policy and the closeness of their common aims. The general feeling of optimism in Hungary ie again ascendant. There canpot be any doubt that agreement will *e reached as German prestige could not permit another deadlock between the •wo countries, particularly ae the talks »re occuring in Germany. Reports from Bucharest state that a flash between Russians and Rumanians wcurred last Saturday in the neighbourhood of Herta, Northern Moldavia, and esulted in 50 caeualtiee. Further incident* occurred on Monday, vhen Soviet aircraft allegedly violated -he frontier by flying over the Falciu iistrict. One Russian and one Rumanian aeroplane are reported to have been wought down. It is unofficially estimated that 20 3uesian di visions are concentrated in she recently-ceded territories of Bessarabia and Northern Bukovina. The Soviet is reported to have sent i Note to the Rumanian Government ast night. ' Earlier dispatches from Bucharest said * clash had occurred on the frontier ji Rumania and Russia in which hundreds of casualties were incurred on x»th sides. At least two aeroplanes *ere said to have 'been shot down. The Government has ordered the Hungarian Minister in Bucharest to protest against the attack on the Hungarian 'plane. The newe agency claims that the bomber wae attacked while reconnoitring inside Hungarian territory. It adde that the attack constitutes "a manifest act of war asainet Hungary." It ie officiary stated in Bucharest that ui investigation is being made into the tlleged attack, and that Rumania is ready to give Hungary complete satisfaction if she is found "guilty." The German and Italran Ministers in Bucharest »nd Budapest have been recalled to rep-rt on the situation between ••ijirarj an' , Rumania over the Transylvania question.
